Meta’s new rates undercut A2P SMS fees, aiming to capture market share in business messaging.

What Happened?

WhatsApp Business is making significant changes to its per-conversation rates for enterprises, which will take effect in a few weeks time, August 4.

Effective from August 4, rates for utility messages – such as order updates and account balances – will decrease attacking market share held by SMS providers.

In contrast, rates for marketing messages will increase from October 4. This reflects the higher potential ROI for businesses in sending marketing messages with high open rates to their customers. It is also a clear indication of the trajectory of pricing WhatsApp will charge for high-value messages. This shift marks a departure from WhatsApp’s previous flat-rate model for all conversations.

The updated pricing structure from Meta – WhatsApp’s parent company – will now see messages categorized into four distinct types: marketing, utility (e.g. order updates), authentication (e.g. one-time passwords), and service (i.e. customer service).

The extent of these rate changes will vary from country to country as WhatsApp seeks to undercut the costs SMS providers are charging in different jurisdictions. For instance, in India, marketing rates will increase by 8% (from $0.0099 to $0.0107), while utility rates will drop by 67% (from $0.0042 to $0.0014). This change follows long-standing complaints about spam messages cluttering users’ WhatsApp inboxes.

Why the Change?

The primary goal of WhatsApp’s new pricing strategy is to reduce spam, improve content management, and protect the integrity of the channel. Here’s how:

Earlier this year, WhatsApp tested limits on marketing messages per user in India and has since expanded these guidelines globally. This effort underscores Meta’s commitment to positioning WhatsApp as a reliable A2P messaging channel, although it remains behind mobile networks in terms of the security, reach and reliability of the SMS channel. By offering more affordable termination rates, Meta aims to capture market share from A2P SMS, historically the dominant business messaging channel.

The implications of WhatsApp’s new pricing models are significant for MNOs.

  • Shift in A2P SMS Traffic

    The cost savings offered for utility messages on WhatsApp could result in a decline in A2P SMS traffic. Enterprises might prefer WhatsApp for cost-effective utility communications.

  • Necessity for Service Enhancement

    MNOs may need to develop or enhance their own messaging services, such as RCS or rich business messaging, to compete with the appeal of WhatsApp Business.

  • Focus on High-Quality Traffic

    With WhatsApp tightening regulations to reduce spam, MNOs must ensure that their A2P messaging services prioritize high-quality traffic to maintain trust in the SMS channel.

Addressing Spam Concerns

A crucial question is whether these changes will effectively reduce spam. Bad actors will continue to exploit any available channels in their scams yield high returns or conversions. Thus, while pricing adjustments might deter some unwanted messages, comprehensive measures – including robust anti-spam regulations and monitoring – will be necessary to combat this issue effectively. WhatsApp are undercutting A2P SMS rates in order to steal market share, but OTT channels (such as WhatsApp) are not policed as well as MNOs police and secure their networks.

WhatsApp Business’ updated pricing models present both challenges and opportunities for MNOs. By understanding these changes and adapting their strategies accordingly, MNOs can continue to provide valuable messaging services while maintaining the trust of enterprises and subscribers alike.
